There is no dearth of talented youth in Pakistan but many times lack of resources prevents them from realizing their potential. This becomes an even bigger problem when it comes to access to higher education. Recognizing these constraints, the Government of Pakistan commissioned the Higher Education Commission to facilitate needy and deserving students through need-based scholarships. 98 government universities and their campuses have announced scholarships for financially needy students.
The aim of the scholarship is to enhance the socio-economic status of the students, enabling them to access higher education and employment opportunities for a brighter future. To provide opportunities for talented but financially disadvantaged students to pursue quality education in reputed public sector institutes/universities.

What does the scholarship cover?
The need-based scholarship program covers funding for the following expenses:
- Tuition fee
- Allowance
- Stipend
Scholarship Award Procedure:
All prospective candidates’ applications are reviewed by the Institutional Scholarship Committee (ISAC). The committee is chaired by the Vice-Chancellor of the participating institution and includes institutional and external members. This is done to ensure impartiality and transparency.
- ISAC shares information about recommended students and meeting minutes with HEC for review and reference.
- After finalizing the list of awardees, the participating institutions will send the funds to the selected students.

Eligibility Criteria:
- Financial aid and scholarships are available for undergraduate studies in all disciplines at selected Pakistani public sector universities and HEC degree-awarding institutions.
- Students must compete for admission to a participating institution and be enrolled in an undergraduate (4-year) program in accordance with that institution’s admissions policy.
- Students with financial needs who are already enrolled at participating institutions are also eligible to apply.
- A candidate’s eligibility is linked to his/her financial need as assessed by the Institutional Scholarship Award Committee. In this regard, the economic background of the applicant’s family has been taken into consideration.
- The number of slots will be determined by the university.
- Funding for the slots will continue throughout the duration of the program. If a student withdraws, they will be replaced by other candidates on the waiting list.
- All departments will remain open. The selected universities will decide whether to include or exclude any subject keeping in mind their funding, program costs and number of places allocated etc.
For Medicine, Pharm-D, and other five-year programs, the entire program will be funded. - The University may adjust the scholarship to some extent to cover tuition fees, taking into account the bursary allocated for it.
In addition to tuition fees, each recipient will receive a monthly stipend of 6,000 yuan for the entire program. - Students enrolled at their own expense are not eligible for the HEC need-based scholarship program.

Guideline on How to Apply for HEC Need Based Scholarships 2023 For Undergraduate Students:
Interested applicants may obtain the scholarship application form from the Financial Aid Office (FAO) of the participating university/institution. The form can also be downloaded from here.
- After the scholarship form is completed, it will be submitted to the same ‘Financial Aid office (University only) along with supporting documents. (HEC will not accept any application form directly)
- Students must be admitted in one of the approved subjects of the participating universities/institutions as per their admission criteria.
- Please note that students who are already enrolled in the university can also apply for the scholarship.
- Please note that HEC does not transfer funds directly to students under this scholarship program. Students are paid by participating universities/institutions.
